Project Description
The scope of this requirement is to provide full Operations and Maintenance (O&M) support as well as Development, Modernization, and Enhancements (DME) to maintain the current P-TACTS Product components following a DevSecOps operating model delivering in an Agile IT environment.  This will include:  the day- to-day operations and maintenance support, business process documentation, requirements analysis, development of user stories, functional and technical elaboration, coding, testing, production/release support, defect/bug fixes, and timely administrative support. Work will be prioritized by the Lead Product Owner (LPO) during Release/Sprint Planning based on business priorities.

 

The primary goal is to develop and deliver a business solution that enables Judges, Paralegals, and Supervisory Paralegals to track the Trials and Appeals cases in the Patent Appeal Trial Board division of the US Patent and Trademark Office.

 

Position Description

RIVA Solutions, Inc. is looking for a detail oriented Sr. Program Manager to oversee a
centralized management model that ensures the quality, resources, customer
engagement, escalation, compliance, and overall solutions meets the performance
standards. The Sr. PM will provide leadership on major tasks or technical assignments. Works on high-visibility or mission critical aspects of a given product(s) and performs functional duties independently. Establishes goals and plans that meet product objectives. Has domain and expert technical knowledge.  

In this role, our PM will perform the following activities for the government client’s
Integrated Product Team (IPT) overall solution delivery at USPTO:

 

Responsibilities:

  • Serve as primary liaison with CO/COR, fielding all ad hoc requests.
  • Create and execute Agile Delivery Management Plan.
  • Responsible for monitoring, recording, and reporting all aspects of contract
  • Responsible for all aspects of staff onboarding, scheduling, and deployment.
    Monitor progress on deliverables to ensure acceptable quality levels (AQL) are
  • Deliver Monthly Contract Management Report/ Product Status Report
    (CMR/PSR) to demonstrate contract management oversight and product delivery
    progress for all work performed under this PWS including deliverables status,
    DME Metrics, O&M SLAs and highlighting value delivered and contract
  • Closely monitors burn-rate and provides monthly updated budget projects.
    Prepares and submits all planning and actual budget documents.
  • Deliver quarterly performance self-assessments to demonstrate progress and
    performance as required in the Quality Assurance Surveillance Plan.
  • Leads all Daily Scrum, Grooming, and Retrospective calls.
  • Support communication and coordination with customers, stakeholders, and the
    Integrated Product Team (IPT); Problem identification and resolution; and risk
    management and mitigation.
  • Provide and retain the appropriate resources, skills and levels of effort for agile
    teams to deliver business value.
  • Provide support to Government Lead Product Owners, Product Owners, Program
    Managers, and Technical Leads to include preparing and delivering briefings,
    system demonstrations.
  • Provide quality control and management oversight for all work performed under
    this PWS to ensure quality, schedule, management and cost standards are met
    throughout the delivery period.
  • Ensure all work performed and delivered under this PWS is fully compliant with
    applicable statutes and demonstrate working knowledge and understanding of
    applicable regulations, policies, guidelines, and specifications that affect the
    government client.
  • Provides capacity plan to align with velocity plan for each sprint.
    Prepares and submits compliant invoices.
  • Builds close working relationships across extended team.

 

Requirements

  • Minimum Education:
    • BS/BA degree and 10+ years of relevant experience
    • MA/MS degree and 8+ years of relevant experience
  • Experience in managing the delivery, ongoing success, and continuous improvement of complex business-oriented software solution efforts.

 

Preferred Certifications

  • Project Management Professional, PMP, Preferred
  • Certified Scrum Master, CSM, Preferred
