LEAD NETWORK ENGINEER - (DOC/OIPS)

Location: Washington, DC

Terms: Full-Time | Onsite

Clearance: Qualified candidates must be US citizens and able to obtain a clearance up to the TS/SCI level

Description
RIVA Solutions is seeking a Lead Network Engineer to support our Department of Commerce customers in managing complex multi-order IT related contracts.  The lead network engineer will analyze the current and future needs of the network, such as bandwidth, security, scalability, and reliability. The ideal candidate must have a strong knowledge of network protocols, standards, and technologies, as well as the ability to work with different vendors, platforms, and systems. They must also have good communication, documentation, and project management skills as they often collaborate with other IT managers and stakeholders.  In addition, this position requires a combination of strategic vision and technical skills to interface with all levels of management, while also being adept at translating business needs into technical designs with the ability to communicate at both business and technical levels.

Responsibilities

  • ·         Perform Risk Management Framework services and systems development life cycle management
  • ·         Plan, design, architect, engineer, and develop new systems and services integral to research projects
  • ·         Support all aspects of accrediting and certifying systems as tasked to DOC security standards and guidelines along with guidance and assistance in the continuous monitoring of these systems
  • ·         Assist with DOC’s Assessment and Authorization (A&A) process needed to obtain full certification and compliance. Lead system team members through successful completion of the A&A process
  • ·         Provide support and input for configuration management processes
  • ·         Provide technical analysis of highly specialized applications and operational environment, high-level functional systems analysis, design, integration, documentation, and implementation advice on complex problems concerning OIPs mission.
  • ·         Conduct requirements analysis activities with management, staff and users
  • ·         Coordinate and produce standard documentation (i.e. Project Plans, Design Documents, Test Plans)
  • ·         Support the development of prototype systems and services to demonstrate concept feasibility.
  • ·         Perform engineering studies and market/cost analysis to identify and propose technology solutions.
  • ·         Work as a team with scientists and researchers to develop innovative technological solutions.
  • ·         Research, assess, test and implement system improvements from leading-edge technologies.
  • ·         Develop, maintain and update specialized software tools for monitoring and documentation.
  • ·         Plan, develop, conduct research, and report on advancements involving DOC’s Cloud and Data management strategies.
  • ·         Assist with and support the development of future cloud-based component architectures and migration plans.
  • ·         Define and enforce appropriate technical standards and procedures. 
  • ·         Support the research and development of new Cloud based products and applications.

Requirements

  • ·         Minimum Education: BS/BA degree (Computer Science, Engineering, or equivalent)
  • ·         Minimum Experience: 10 years Network Engineer experience

Desired Qualifications

·         Prior federal government contracting experience

·         Must have in-depth knowledge of and skill in administering current CISCO Infrastructure components and associated network devices 

·         Experience dealing with Cisco VPN management, RSA or Entrust background, and Cisco wireless networks 

·         Experience managing and maintaining core routing and switching infrastructure protocols (MPLS, BGP, Private Virtual Routing and Forwarding, Optical Transport (DC Metro), Trusted Internet Connections, Cloud Transport, Layer 2 and 3 Metro Area and Wide Area Networking) 

·         Solid understanding of and skills in applying TCP/IP and associated networking protocols such as SNMP, HTTP, HTTPS, etc. 

·         Solid understanding of and skill in applying virtual machine and container management 

·         Experience with RedHat, AWS, Azure, and GCP cloud administration 

·         Red Hat package management for science research 

·         macOS package management for science research (Mac Ports) 

·         Experience with IT architecture and design (on-prem and cloud)

 

Desired Certifications

·         CCNA or CCNP 

·         Python 

·         AWS Certified Advance Networking 

·         VMWare 

·         Cisco
