Location: Bethesda, MD (primarily remote, but need local candidates for any complex onsite issues that need resolved)

Position Overview:
This position will primarily support the United States Department of Health and Human Services (HHS) Program Support Center (PSC) in a billable capacity.
The Program Support Center (PSC) is a shared services organization providing support services to help its customers achieve mission-critical results. This effort will support development and Operations and maintenance efforts of financial systems.
Requirements:
RIVA Solutions Inc is seeking a Senior level Oracle Developer to assist with one of our Federal Programs within Health and Human Services. This individual will be able to work on software development and O&M support projects and have strong knowledge of Oracle APEX. As well as being well versed in an Agile environment, specifically with Kanban. This Senior level individual should be well versed in Oracle database design and have working knowledge of database administration and management.
Responsibilities:
- Serve as Senior Oracle Developer for financial system
- Responsible for design, development and testing of code in Oracle SQL, PL/SQL utilizing tools like TOAD
- Responsible for resolution of break-and-fix issues by analyzing complex PL/SQL Stored procedures and embedded business logic
- Responsible for front-end maintenance and development of application using Oracle forms
- Serves as primary system architect and the primary technical point of contact for the application
- Responsible for data integration specifications, interface file standards for data exchange data between application and other accounting systems
- Design and develop code enhancements, address break-and-fix issues for the application
- Responsible for database design, implementation, administration tasks
- Develop, execute and maintain batch processing scripts using PL/SQL and Shell Scripting.
- Responsible for development of adhoc reports
- Works with the Security team on security documentation
- Work with Hosting center on server administration, security fixes and patching
- Support development of test scenarios, support unit testing and user acceptance testing
- Conduct technology evaluation to compare various front-end technologies which might benefit the application including Oracle APEX
Relevant Experience:
- 8+ years of Oracle development experience
- 6-8 years working on software development and O&M support projects
- Strong working experience with Oracle SQL, PL/SQL, TOAD, Oracle Forms development
- Experience with Oracle database design and working knowledge of database administration and management
- Experience working with Unix, Shell scripts, SSH, SFTP, Remote Administration, Firewall setup, Networking tools
- Knowledge of Oracle APEX
- Experience working in an Agile environment, Kanban
- Experience working in an IT Service Management (ITSM) environment.
Preferred Experience:
- Experience with Cloud technologies like AWS, OCI
- Working knowledge of JIRA, Service Now, MS Teams, MS OneNote, MS Excel
- Experience working with Java, DevSecOps, CI/CD framework is a plus
- Experience working with Federal Clients is a plus
- Domain Knowledge of Federal Accounting is a plus
Education:
- Bachelors Degree – Computer Science or Equivalent preferred
- Oracle certification - preferred
Salary Range: $100-$160k
