RIVA Solutions is seeking a skilled Mainframe Developer to support mission-critical operations for the Department of Health and Human Services (HHS). This role will involve development, troubleshooting, and modernization support for legacy mainframe systems that are central to the agency’s operations. The position is based on-site at HHS in Rockville, MD, with some flexibility to work remotely within the Washington, D.C. metropolitan area.

Key Responsibilities Include:

Provide hands-on support and development for mainframe systems using COBOL, CICS, JCL, and related technologies.
Analyze operational issues and develop scalable programming solutions to improve performance and maintainability.
Review, develop, and execute accurate unit and integration testing scripts.
Support debugging, defect resolution, and application tuning activities in a secure federal environment.
Collaborate with business stakeholders to gather requirements and translate them into technical specifications.
Create and manage system documentation, including solution estimates and delivery timelines.
Assist in impact analysis of proposed changes or incidents across related systems and interfaces.
Ensure adherence to government standards and configuration management practices throughout the software development lifecycle.

Minimum Requirements:

Bachelor’s degree in Information Technology, Computer Science, or a related field.
Minimum 7 years of progressive post-baccalaureate experience in mainframe development, operations, or maintenance (e.g., Developer, Software Engineer, Analyst, or similar).
7+ years of experience using COBOL, CICS, and JCL.
Demonstrated experience across all phases of the software development lifecycle, including requirements gathering, business analysis, configuration management, and quality control.
Must be able to obtain and maintain a Public Trust (NACI) clearance.
Must be located within the Washington–Arlington–Alexandria, DC–VA–MD–WV metropolitan area.

Preferred Skills and Experience:

Experience with Oracle, SAS, and UNIX in a mainframe or hybrid environment.
Familiarity with federal healthcare systems or other HHS programs.
Strong analytical and troubleshooting skills.
Excellent verbal and written communication skills.

Compensation: Up to $148,000K DOE
